In Windows XP, you can disable/enable ICMP packets. If it won't respond to PING on a local network (ethernet, usually), then it could be a Firewall setting. And at this point I will get the message 'this program has stopped responding. So what you do need to do and work same on all virtually provided devices as you are working with them physically. It is used to create & simulate network virtually. In which case, where are you pinging it from? A local network (LAN), or from the internet? When I try to load up packet tracer, it opens up and then immediately freezes on the main schematic view (the view where you can select components to add to your network). Introduction: Packet Tracer is a proprietary tool of Cisco. I assume you mean that the server is not RESPONDING to ping? There's quite a few things that can cause the system not to ping.
